SHS Capability Framework

Introducing the New SHS Capability Framework

The SHS Capability Framework is a practical and inspiring tool to help grow a strong, skilled and supported workforce across the SHS sector. Developed in collaboration with frontline workers, leaders, lived-experience advocates and sector partners, the Framework outlines the knowledge, skills and values required by workers in the homelessness sector to support better outcomes for people who are experiencing, or at risk of homelessness.

It supports individual growth, reflective practice and career development—and offers organisations a clear foundation for recruitment, onboarding, workforce planning, development and training. By helping to build consistency and capability across all roles, the Framework strengthens service quality and contributes to a more sustainable, inclusive and confident SHS sector. It is designed to be a practical tool that can be adapted to different workers and services as needed.
